Place all ingredients, except lemon bitters, in a cocktail shaker with ice.
Shake well and strain over ice.
Top with bitters.

To make cinnamon syrup, place 1 1/2 cups white sugar, 1/2 cup brown sugar, 2 tablespoons freshly ground cinnamon and 2 cups water in a pot. Bring to a boil over medium-high heat. Stir. Reduce heat to medium-low. Let simmer for 2 minutes. Remove from heat and let cool. Bottle the syrup until ready to use.
